I really think it's responsibility of the parent to be sure their children speak the language of the country they're living in before they reach school age. ESL classes are just one more thing for people to complain about in our education system, it's all ready stressed, teachers are short ( good teachers that is ) and this just adds to the burden. While I’m all for teaching English, I’m not sure schools should be forced to teach it.
